Caster honor through burst brackets
Shadow honor pieces want spell damage and survivability. Early 
quest greens only plug holes.
Bracket start. Quest caster slots before rank pieces. Early caster PvP pieces.
Climb weeks. Push mid then high brackets on the live PvP book while you farm kills. Rank 14 offer.
After raids open. Take a raid caster drop only when spell power clearly wins. Raid carries.
