Khvostov 7G-0X is The Final Shape exotic auto rifle. It lives on the Pale Heart path below.
The Rise of Iron Kinetic scout is a separate item with its own quest and its own year. Players who open that older page are on a different gun.

15 Lost Encryption Bits
Start with Micah-10 and Alone in the Dark in the Pale Heart. That unlocks the region-chest and Cyst loop.
You need 15 Lost Encryption Bits.

The Legendary chest
Take the 15 bits to the Cosmodrome-wall chest on the Impasse / Divide line. That chest pays the Legendary Khvostov.
The Legendary copy is a stop on the same quest. The exotic step will not open until this chest is looted.
If you already hold the Legendary and you are stuck, skip the bit loop. Go to the mote step.
17 motes, then the old Tower
The exotic step asks for 17 motes.

9 plus 8 is 17. Turn those motes in at the old Tower Speaker room. That room pays the exotic Khvostov 7G-0X.
After Update 9.7.0
Update 9.7.0 keeps the Pale Heart on the Destinations map. Secret Triumphs and loot-pool crafting on that destination stay listed. The Micah-10 / Alone in the Dark door that starts this path is still there.
