  • Location disguise / remote play tooling: ToS §6.4 — IP proxying to disguise location, and using Services via a remote server / virtual PC / streaming path without separate Rockstar terms, are explicitly restricted. That is why any VPN claim must be framed as risk reduction for region mismatch, never as a ToS waiver.
