Every step up buys more VP per dollar. If you are buying a meaningful amount, take 11,000. Use 1,000 only when you want an exact Battle Pass-sized stack and refuse leftover.

Valorant Points. The live /valorant/points path is empty. A ranked climb on your login is a different product.
Do VP carry across platforms?
Riot Support lists Valorant Points as shared account content between PC and console. 
Kingdom Credits and 
Radianite Points travel with them. Agents, skins, and Battle Pass progress travel too.
Ranked rank and MMR stay per platform. A console queue cannot face a PC queue.
A region move is a Riot Account Transfer. That is a different process from a PC-to-console hop. Confirm the Support page the day you move.
What Valorant Points actually buy
The premium Battle Pass upgrade is 1,000 VP. Unlocking an agent with VP is also 1,000. Kingdom Credits earned by playing unlock agents without VP.
Single store skins sit roughly 875 to 2,175 VP. Featured bundles run much higher. Radianite Points, bought with VP, upgrade a skin through its levels.
None of that changes damage, spray, or rank. VP is a cosmetics wallet.
